NUESTRO COMPROMISO CON EL AMBIENTE NOS LLAMA A UNA NUEVA MISIÓN HUMEDALES, ¡VIDA PARA TODOS!

Los abajo firmantes, organizaciones académicas, de la sociedad civil organizada e individuos preocupados por el ambiente en Costa Rica, ante la situación que está generando el dragado, la modificación del cauce y la ilegítima construcción de un canal artificial entre el río San Juan y la Laguna Portillos por parte del gobierno nicaragüense, manifestamos:

CONSIDERANDO QUE:

1- El Humedal Caribe Noreste es un recurso de importancia mundial de 75,310 hectáreas. El mismo está sufriendo, junto con el sistema de humedales del río San Juan y sus tributarios, las consecuencias e impactos irreversibles de las imprudentes acciones del gobierno de Daniel Ortega, conforme lo confirma el mismo informe de la comisión técnica del Convenio de Protección de Humedales RAMSAR;

2- Los humedales son extensiones de marismas, pantanos y turberas, o superficies cubiertas de aguas, sean éstas de régimen natural o artificial, permanentes o temporales, estancadas o corrientes, dulces, salobres o saladas. Constituyen uno de los ecosistemas más valiosos que existen sobre la Tierra, ya que cumplen funciones ecológicas fundamentales como reguladores de los sistemas naturales de agua y como hábitat de una muy rica biodiversidad. Además constituyen un recurso de gran importancia económica, cultural, científica y recreativa. Incluyen zonas de manglar, yolillales, zonas de sangrillo, alcornocales y otros;

3- La degradación y por ende, desaparición de los humedales, constituyen un daño ambiental irreparable que deber ser evitado. Consideramos que deben restaurarse y rehabilitarse como una prioridad. Pueden conservarse mediante un uso racional y sostenible, que garantice la obtención de un máximo de beneficios de manera continuada para las generaciones presentes, al tiempo que se mantiene el potencial para satisfacer las necesidades de las generaciones futuras. Las acciones que se realizan en la zona indicada representan un ejemplo vivo del manejo inadecuado de este valioso recurso;

4- Las especies y los ecosistemas viven a través de las fronteras físicas y políticas definidas por el ser humano. Estas fronteras territoriales pueden limitar nuestro pensamiento y representan un reto urgente para la conservación de la biodiversidad. En el caso de los recursos transfronterizos la conservación y uso racional sólo es posible con la cooperación y respeto internacional;

5- Los sistemas de valores de la mayoría de las religiones, filosofías y culturas proveen justificaciones para preservar las especies. Estas justificaciones apoyan la protección incluso de especies que no tienen valor económico o estético aparente para el ser humano. Los humanos dependemos del ambiente para la materia prima, alimentos, medicinas y el agua que consumimos. Es claro que la biodiversidad nos protege de la erosión, la desertificación, el hambre, la pobreza y hasta de la soledad. La pérdida de la biodiversidad nos aparta de todas estas experiencias creativas y empobrece la cultura humana.

POR TANTO:

1 – Hemos constituido un grupo de acción conjunta con el fin de llamar a, promover, impulsar y ejecutar medidas en resguardo del Humedal Caribe Noreste y de sus ecosistemas asociados dado el peligro que representan para éstos las acciones imprudentes del gobierno de Nicaragua;

2- Llamamos a la integración a esta causa a todas las organizaciones ambientalistas costarricenses y a las organizaciones ambientalistas nicaragüenses y mundiales con el fin de generar un movimiento de gran escala que logre orientar la opinión pública mundial para que reconozca la importancia de este recurso y la urgencia de que se detengan las obras que atentan contra su conservación y sustentabilidad;

3- Promoveremos la consciencia de la opinión pública mediante la mejor información disponible que reúna características de credibilidad científica y jurídica, promoviendo una visión crítica que trascienda las barreras al diálogo de calidad que se han generado por la falta de nivel que han promovido algunas partes interesadas en este conflicto;

4- Llamamos a la realización de una campaña de recolección de firmas y a una gran marcha a realizarse en San José, Costa Rica, e principios del mes de febrero del año 2011 con el fin de mostrar a la opinión pública mundial el repudio hacia los daños que se están causando al Humedal Caribe Noreste y la unión de gran cantidad de sectores interesados en que ese daño se detenga.

The signees below, academic organizations, organized civil society and environmentally concerned individuals in Costa Rica facing the situation generated by the dredging, change in the course and illegitimate construction of an artificial canal between the San Juan River and the Portillos Lake by the Government of Nicaragua, declare: 

CONSIDERING THAT:

1 - The Northeast Caribbean Wetland is a worldwide important resource consisting of 75,310 hectares. This wetland is suffering, along with the whole system of wetlands of the San Juan River, the consequences and irreversible impacts of the careless actions of the Daniel Ortega administration as confirmed by the report of The Convention on Wetlands of International Importance RAMSAR; 

2 - Wetlands are extensions of marshes, swamps and turfs or surfaces covered in water both natural and artificial, permanent or temporary, standing or running, seawater or freshwater. They constitute one of the most valuable ecosystems existing on Earth given that they serve fundamental ecological functions as regulators of the water natural systems and as habitat for very rich biodiversity. Also they are an economic, cultural, scientific and recreational resource of great importance. They include mangroves, "yolillales" (woodlands dominated by the palm Raphia taedigera), zones of "Sangrillo" trees, "alcornocales" (cork oak grove) and others; 

3 - The degradation and thus disappearance of these wetlands is an irreversible environmental damage that must be avoided. We consider that they must be restored and re-enabled as a priority. They may be conserved through a rational and sustainable use that guarantees obtaining all the benefits in a continued manner for the present generations, and at the same time keeping its potential to satisfy the needs for future generations. The actions performed in the indicated zone represent an example of the inadequate management of this valuable resource; 

4 - Those species and ecosystems live through the physical and political borders established by human beings. These borders may limit our thought and represent an urgent challenge for the conservation of biodiversity. In the case of cross-border resources, their conservation and rational use can only be accomplished through cooperation and international respect; 

5 - The values systems of most religions, philosophies and cultures provide justifications to preserve the species. These justifications support the protection of even those species which have no economic or apparent aesthetic value to the human being.  The human race depends on the environment for raw material, food, medicines and water for consumption. It is clear that biodiversity protects us from erosion, desertification, hunger, poverty and even emotional loneliness. The loss of biodiversity separates us from all these creative experiences and impoverishes the human culture. 

THEREFORE:

1 - We have constituted a group of joint action with the objective of promoting, pushing and executing measures in protection of the Northeast Caribbean Wetland and its associated ecosystems given the danger that careless actions of the Government of Nicaragua represent to them. 

2 - We summon to the integration of this cause to all Costarrican, Nicaraguan and Worldwide environmental organizations with the objective of generating a large scale movement that guides the global public opinion to recognize the importance of this resource and the urgency of stopping the actions that endanger its conservation and sustainability; 

3 - We will promote the conscience of public opinion through the best information available which gathers the characteristics of scientific and juridical credibility promoting a critical vision that transcends the barriers of a quality dialog that have been generated by the lack of level that have been promoted by some of the interested parties in the conflict; 

4 - We summon the realization of a signature collection campaign and a big march to happen in San José, Costa Rica on early February 2011 with the objective of demonstrating to the global public opinion the rejection towards the damages that are being caused in the Northeast Caribbean Wetland and the union of a large amount of sectors interested in having these damages stopped.
